On Performance-oriented Appraisal of Civil Servants at Non-leadership Positions:Reflection and Reconstruction

As the requirement of positions and nature of responsibilities are fundamentally different,there should have substantial differences in the values and contents of appraisals between the civil servants at leadership position and those of non-leadership position.This paper argues there are high-degree homogenization between the two kinds of appraisal systems,which lacks not only the adequate theoretical basis but also the practical feasibility.Therefore,the urgent task is to adjust appraisal values,establish a Performance-oriented non-leadership position civil servants appraisal system,and accordingly to adjust the appraisal content design,reconstruct appraisal indicator system and re-position appraisal functions.
