The Construction of Payment System for Civil Spiritual Hurt

Administrative office or the staff of it should take the payment responsibility for the civil spiritual blemish if their work is illegal and has hurt other people mentally.This is the requirement of both the Constitution and administration according to the law,and the requirement of guarantee the right of the victim.However,in practice,there are lots of cases of civil spiritual hurt happened.This educes a new research topic for lawmaking and theoretical research field.At present,there is a lacuna in the lawmaking for the payment for civil spiritual hurt and need to make it perfect.
