WU Heng-xin(School of Humanities,Nanjing University of Agriculture, Nanjing 210095, China)
During the Anti-Japanese War, the democratic institutional government movements took place in the Kuomintang-ruled areas because of the struggle for national independence and pursuit of democratic progress. CPC's proposition about new democratic institutional government and establishment of united government represented the tendency of democratic institutional government movements.
