Analysis on the Right Relief of Chinese Businessman and Industrial and Commercial Legislation in the Late Qing Dynasty

In the late Qing Dynasty,with the development of China's national economy,the national merchant community's social position is rising increasingly,their right consciousness is also gradually formed and strengthened.In order to get rid of the ruling crisis,the late Qing government promotes the development of industry and commerce,and implements the policies which are supportive and beneficial to the industry and commerce.The industry and commerce class have acquired equal legal status with other classes.Under such background,it becomes the national industry and commerce community's intense demand that their own right should be confirmed and safeguarded by the law.The laws and regulations on industry and commerce which the late Qing Dynasty government announced improved the condition of traditional Chinese merchant's right relief objectively,and have historical progressiveness.But this improvement,because of the constraint of the ruler class' standpoint and the specific historic condition,also has obvious limitations.
