On "Jiang cong zhong yu" in the early Song Dynasty

FAN Xue-hui(College of History and Culture,Shandong University,Jinan 250100,China)
Daily training of garrison army, manoeuvre, appointment and removal of generals were all controlled by the emperor.During war-time,the emperor either led the soldiers in a military operation or directed the army remotely in the court, vesting in generals no vital power.Obviously,Emperor Song Taizu was the initiator of "jiangcongzhongyu",a very important measure taken by him under specific circumstances.Although both subjective and objective conditions changed essentially,Song Taizu still copied the policy mechanically, which facilitated Song's failure in the war against Liao, consequently leaving Song Taizu frequently criticized by descendants.
