Guo Zhian1,Wang Xiaowei2(1.Department of History,Baoding Teachers University,Baoding 071000,China; 2.The Center for Studies of Song History,Hebei University,Baoding 071002,China)
In the process of flooding and controlling of the Yellow River, the people living in Northern Song endures many heavy burdens, such as manpower, material resources, and financial resources. The investment for the management of the river, not only reflects in the enormity of the project, but also in the continuity of the project. It interferes with the people's normal life and disturbs the economic system. In order to escape this burden, many people chose to move other places,or even put up a strong resistance to the government. All of the factors limited the social development of Northern economy in Northern Song.
