The New Concept and Approach to the City Administration Innovation for the Sub-center of Beijing

Beijing,as an important node in the Beijing-Tianjin-Hebei urban agglomeration and a sub-center,needs a comprehensive promotion on the city quality,which enables Beijing to be the regional magnetic pole.It is,therefore,necessary for the sub-centre to optimize its people-oriented city management,carry out all round cooperation,and promote management innovation relying on the system reform and innovation of science and technology.Based on the investigation and survey on the current situation of the sub-center,the following suggestions are put forward:"Integration of different plans"should be adopted in city planning.The supervision of plan implementation should be optimized.City management committee should be established,which is to function as a management department to make overall development project and administration plan.Attention should be focused on"micro-environment"and grass roots in order to provide tailored service.Integrated planning and construction across administrative regions should be implemented.Urban management technology criterion should be updated and administrative management regulations should be made for the sub-centre.Meanwhile,taking the world first-class city as reference,the sub-centre should make the technical innovation as the base for city management,put emphasis on the creation of a low-energy city operation mode,improve risk prevention ability of its"software and hardware",so as to gradually cultivate a city management ecology with big data to create an environmental friendly green city,a smart city of transboundary innovation and a resilient city well-coordinated in every aspect.
