Price Trap in Government Procurement

In the government procurement bidding process,price has been playing a very important role.Low price points are more likely to win the bid,and enable the government to save a lot of financial resources in its procurement,but also produce a lot of problems,such as the successful bidder who offered a low price choose to abandon the bid and cooperate with the 2nd winner,low price protected high price,low price access and high price kidnapping.The paper describes the causes of these problems and gives solution to these problems.
