On the Poverty Alleviation Approaches of the Poverty Belt around Beijing and Tianjin Based on the Sustainable Livelihoods Framework

The Poverty Belt around Beijing and Tianjin,which containing 22 national level poverty counties,is a typical "Contiguous Poor Areas with Special Difficulties". The region is under double pressure of poverty and ecological vulnerability,which becomes a challenge to the coordinated development of Beijing,Tianjin and Hebei province. In the view of Sustainable Livelihoods,the natural capital,human capital,financial capital,physical Capital and social capital are not enough for the Poverty Belt around Beijing and Tianjin. Based on the Sustainable Livelihoods Framework,this article suggests this region to innovative poverty alleviation mechanism, draw support from Cross-regional cooperation, develop eco-economy, strengthen education and training,etc. These measures will promote the expansion of the livelihoods pentagonal and help the Poverty Belt around Beijing and Tianjin to achieve both goals of poverty alleviation and ecological protection.
