The National Government's Publication Review and Compilation Guidance of Water and Land Maps during the Republican Period

The National Government's publication review towards water and land maps is a kind of historical inevitability. Since late Qing and the early Republican period, the publication of maps in China was quite complicated and serious plagiarism of old versions existed. What's worse, the foreign maps were reproduced without any kind of review, which led to serious problems like baseless assertion and uncertainties of national boundaries. When the naval department put forward the quest of reviewing water maps, the government expanded it to the review of all water and land maps, making out relative rules and regulations, establishing specific organizations to review maps, and defining contents, standards and requirements for map review, which created a precedent for map review and publishing license system in China. In the process of strengthening map publication review, the government provided guidance to compilation of maps, aiming at promoting standards of compilation of maps in our country.
