On the Policy to Protect the Handicapped Children's Right to Have Pre-school Education in China

Pre-school education for handicapped children is increasingly becoming an important issue of special education in China.In order to make sure that the handicapped children have access to pre-school education,relevant policies must be made to provide authorities' guarantee and practical basis.Through the reviewof the policy documentof pre-school education forhandicapped children,China's policies of pre-school education for handicapped children have changed from promoting the development of preschool education to popularizing preschool education for handicapped children and meanwhile these policies can ensure children's educational opportunity and educational resources.
