How to Transform Urbanization into an Irreversible Process

Through an analysis of the quantity of labor force and the latest change of its distribution, this paper concludes that there is an "anti-urbanization" trend. Although indicators show China's urbanization is in progress, while it is actually stalled or even reversed from the perspective of functions, which is an initial sign of an "Anti-Kuznets" effect. The key to addressing this conundrum is to conduct a deep reform of the household registration system, laying emphasis on the increase of the urbanization rate, and accelerating the progress of a new type of urbanization focused on giving urban citizenship to migrant workers.
