On Revenue and Expenditure of China's Land-transferring Fees: 2007—2014

On the premise that land is paid for use, governments of all levels have gained a great deal of money by taking advantage of the leasehold system and collecting land-transferring fees. The income, on the one hand, is used to cover the compensations for demolition and relocation, and the expenditures of land development. On the other hand, it supports expenditures in terms of low-rent housing, rural and urban infrastructure. This income has offered great financial support for the government to conduct public services. This paper aims to analyze the balance of payments in land transfer.
