Rethinking German Energy Transformation:Issues and Challenges
ZHU Tong;Institute of Industrial Economics, CASS;
German energy transformation practice, in addition to providing the experience to other countries, more importantly, it reveals the problem which may be encountered during the transformation, and the challenge which may be faced in the final. Recognize the "problem" and the "challenge" is very important,but often overlooked by the researchers and policy-makers. However,not all the "problem" during energy transition process will become the ultimate challenge. If the phases where the renewable energy develops very well still exists,the "problem" will become the real "challenge". And we noted that the German energy transformation ultimate success depends on two major challenges to deal with: firstly, whether to establishment a power system of which can be compatible high proportion of photovoltaic power generation;secondly,whether to establishment an electricity market trading system which can be compatible to the zero marginal cost wind power and photovoltaic power.
