In recent years, consumption abroad of residents in china grows rapidly. In our view, the scale, structure, regional distribution, motivation and its impact on the domestic economy should be objectively analyzed. The analysis shows that the effect of consumption return on domestic economic growth, fiscal revenue and money supply is obvious. The short-term policy adjustment to attract consumption return is an expedient measure, the permanent cure of the problem is to promote enterprise innovation, to improve quality standards and strengthen the government regulation, to promote the transformation and upgrading of enterprises, and to build the brand in China. In addition, it should gradually shift to the sovereignty of the consumer, and reduce the risk of consumption. The influence of abroad tourism and goods consumption outflow deserves attention, furthermore the effect of the consumption of services such as education, health care etc, cannot be ignored. In future, the supply of service consumption should be fully considered on resource allocation and policy design of education, health care and other aspects.
