In the pre-Qin period,"Lirang"had not yet become a word or a customary phrase, there were only two articles about"Lirang"appearing in Liren could be seen in the pre-Qin Confucian literature. From the annotations of Xing Bing in the Northern Song Dynasty to the modern main annotations, the main interpretations of "Lirang"were like"using‘Lirang'to govern the country",which were all separated from the real environment of the pre-Qin Chinese and also deviated from the original intention of Confucius. According to the corresponding relationship between the context and the system of the early Zhou Dynasty and the Confucianism,"Qushi"in the "Zi Gong asking for political issues"chapter of Yan Yuan should refer to the government should be exempt from taxation and the state should suspend reserve food. Confucianism emphasizes that governing the country with morality, governing the country with rituals, and establishing low-tax economic system, although which was based on the restoration of the"ritual system",lacking courage to change over time, especially over-emphasizing the ritualization of"Li",the influence of it is far-reaching to Chinese society, however,it was still the political choice of the most people-oriented thought in the Spring and Autumn Period and the Warring States Period, also had the progressive significance of the times.
