The Sex Ratio at Birth Controlling under the Fertility Policy Orientation

The proposed multi-center governance is different from the control logic of bureaucratic administrative system, has become a theoretical framework and perspective to solve social problems. In front of the high sex ratio at birth, the administrative means has shown its limitations. In light of the logic of polycentric governance, to gradually improve the "government leadership, department coordination, public participation". In this regard, we should improve the level of sex ratio at birth governance policies and tools concept level, the system level and new design techniques.
