The Transition from Traditional Management Theory to Governance Theory and Its Dilemmas of Methodology
Governance theory generate from the methodology crisis of traditional management theory, which means that the logic of national administration changes from authoritarianism to pluralism, in other words, the way of old administration is replaced by governance consists of diverse participants, interactive coordinated ways and integrated governance tactics. However, there are many dilemmas of the methodology transformation, for instance, the legitimacy of governance is doubt because of vague public-private boundaries, the role of government in the governance is indistinct, and the practice of integrative governance strategies is restricted. Therefore, recognition of these dilemmas is helpful to improve and develop governance theory.
