The Construction of Rule of Law in China & the Thought Origin of “Governing by both Virtue and Law”

The inherent spiritual tradition and cultural concept of the Chinese nation are the cornerstone of the national governance of contemporary China.Rule of virtue and rule of law,which has been the ever-lasting theme on the governing idea debate of hundred schools of thought,are two core concepts in the Chinese legal culture.Combination of Ruling by law and virtue has a deep historical background and cultural origins in China.The roles of law and virtue in state governance benefit from each other.Moral conceptions,which practically provide support for the spirit and culture of rule of law,are embodied in laws through provisions and regulations.This traditional concept of state governance offers a fine historical perspective to the legal construction in contemporary China.On the basis of absorbing excellent traditional culture and through the historical construction of culture confidence and the thinking of the epoch,we should promote the combination of rule by law and virtue,which is an important part of the Xi Jinping's ideology of socialism with Chinese characteristics in the new era.
