YANG Shang-guang DING Jin-hong(Institution of Population, East Normal University Shanghai 200062)
Nowadays China is in the course of accelerating industrialization and urbanization, city size and quantity are increasing constantly, The concern to city future and urbanite's welfare has already made people to cause a lot of concerns to the city question in recent years. In the past, people only paid close attention to the economic function of polarization, but ignored it also would lead to a lot of negative social externality. The cause of the question were the change of urban social construction and urban function construction. This paper explored the mechanism of polarization how to cause these negative externality. It also explored the effect of agglomeration and negative social externality of polarization in Pudong new area using Census data and social economic statistical data. Now the negative social problems of polarization such as social polarization, community reconstruct, community segregation, employment pressure are appeared in Pudong New Area and affect its sustainable development. The urban problems exist not only in Pudong but also in other Chinese city. Therefore we should think how to reduce the negative social externality of polarization to the maximum extent.
