Research on the Input Level and Performance Evaluation of Fiscal Investment on the Popularization of Science and Technology

The popularization of science and technology(PST, hereinafter) and technology innovation are equally important, and both are the two wings of innovation-driven development. Developing PST is a strategic requirement for building an innovation powerhouse, and what's crucial is that the government is able to work better. This paper analyzes the input status in PST through multi-dimensions, and assesses corresponding perfor-mance by means of questionnaire and DEA method. The results show that the overall level of investment in PST is not low, but the actual effect is not good. We think that the main reason is that the existing institutions and mechanisms are not suitable for the development of PST in the new era. In order to promote the steady progress of PST, we should deepen the reform of institutions and mechanisms, release the vitality of the market and society by changing the functions of government and cultivating social forces, and eventually construct a socialization input pattern in which the government, market and society participate together.
