Developments and Lessons of Forty-year's Public Finance Poverty Alleviation

over the past 40 years since China's reform and opening-up, to alleviate poverty, China has undergone three key development stages: institutional reform, development-oriented poverty alleviation, targeted poverty alleviation and precision poverty alleviation and achieved universally recognized success. As a dominant element battling against poverty, public finance played an important role and got four major models, i.e. fiscal special poverty alleviation, targeted poverty alleviation and industry poverty alleviation, east-west cooperation on poverty alleviation, and all society participation in poverty alleviation under the guidance of public finance. Chinese model, based on valuable lessons drawn from the experiences, can contribute to global poverty alleviation and poverty reduction.
