The Analyses on the Regional Disparities of Basic Public Service Costs in China

Due to the significant disparities in nature, economy and social development among various regions,the fund allocation of the transfers should not only take factors pertinent to the income and expenditure demand into account, but also the cost of basic public services. Based on the theoretical analyses and literature review,this thesis puts forward the basic principle on the selection of cost index, builds index system of basic public service costs on the basis of three factors: natural environment, input prices and demographic factors and analyzes the cost of basic public services in a quantitative fashion at the provincial level in China by employing the factor analysis model. It has shown that there are significant disparities in the basic public service costs among various regions in China characterized with ladder-like distribution from the west to the east. Hence, by fund allocation of the transfers, cost factor should be considered so as to make"theoretical equity"close to and even equal to the"essential equity".
