A Comparative Analysis on the Effects of Fiscal Expenditure Structure on Household Consumption Rate in China after the Two Financial Crises

Based on the provincial panel data in China from 1997 to 2012,this paper studies the relationship between the fiscal expenditure structure and the household consumption ratio in China after two financial crises since the 1990 s. This study shows that: the expenditure structure of the massive fiscal stimulus plans implemented by Chinese government after Asia's financial crisis in 1997 and Global financial crisis in 2008 showed obvious differences. And the differences are related to the change tendency of household consumption rate in China during the same time. In addition,the empirical evidences of fiscal stimulus in China during two financial crises show that it is very significant for the improvement of household consumption to increase the share of livelihood-oriented fiscal expenditure in the all fiscal expenditure,and pay more attention to the"equity"of livelihood-oriented fiscal expenditure.
