International Law Issues on the Technology Using of Carbon Capture and Sequestration

The technology of carbon capture and sequestration(CCS),a strategic technology of 21 century,on one hand can help the human to mitigate the greenhouse effect largely due to CO2 emission;on the another hand,it might bring about major technical risks and unequity in international society.So its using will arouse a lot of legal issues in not only domestic law but also international law.For example,the protection of marine and oceanic environment,climate change and probably transboundary movement of waste will be the areas involved.By far,some international instruments in those areas have been accordingly modified.But it seems that we can do far more on this question:how can the present international legal system be applied and adapt to the spreading using of CCS.
