The Formation Mechanism of Macro-property Rights system in Chinese Transition form Period

A lot of local governments in China are competing for capital(include domestic capital and foreign capital) since the start of Chinese transition form period. Resulting in the system of property rights in China is distempered. It is obvious that China government has made a non-balanced macro system of production factors. Such a macro-property rights system was highly efficient in the past 30 years. However,with the capital increasingly developing,Chinese government should set up an appropriate policy to exit market basing on the reform of property rights. This policy will enable the protection level of different production factors to be normal.
