Did the Measures of Haze Cooperative Governance in Beijing-Tianjin-Hebei Region Work:An Analysis Based on the DID Model

Du Wencui;Xia Yongmei;School of Economics, Capital University of Economics and Business;
Taking the 6 core cities of Beijing-Tianjin-Hebei Region as experimental group, and 9 periphery cities as control group, based on DID model, the effect of measures of haze cooperative governance in Beijing-Tianjin-Hebei Region was tested using AQI data of 15 cities from 2014 to2016. It was found that those measures did not improve the air quality in Beijing-Tianjin-Hebei Region, whether they are general collaborative governance measures or "big event" collaborative governance measures. Currently, the haze governance mainly relies on weather. Thus, for the implementation and improvement of haze collaborative governance of Beijing-Tianjin-Hebei Region in the future, we should not only find out the shortcomings of existing measures, but also push forward the innovation of mechanism and measures, and be well prepared to fight a protracted war in the long run.
