Achievement of a socialist country ruled by law needs many kinds of factor's resultant: under the leadership of the CCP, definiting the highest authority of the law, establishing perfect law, forming control mechanism of power, the government deals with administration according to the law, judicial office performing functions and powers independently according to the law, the deepest hierarchy is to cultivate the people's law culture.
