Discussion on Application of SCPS in East China Grid

The application of control performance standard (CPS) commended by North American Electric Reliability Council (NERC) in East China Grid is effective in improving the frequency quality. But the constraints on the automation generation control (AGC) characteristics are not involved in present control standards. A generation unit evaluation standard—supplier control performance standard (SCPS) recommended by NERC is introduced. Characteristics of SCPS are analyzed and the feasibility of implementing it in East China Grid is discussed. The introduction of SCPS is conducive to unify the standard for evaluating the contribution level to the frequency control by generators, encourage the generator to improve its frequency control characteristics and improve the frequency quality and system frequency control characteristics of East China Grid.
