Optimization and Design of Construction Route for Electricity Market in China

The electricity market construction has the top priority in the new round of electricity market reform.In order to smoothly transfer the planned mode of power systems to a market mode,and reach a perfectly target electricity market model,a reasonable electricity market is critical.Based on the analysis on operation status of electric power system in China,the electricity market basic mode and foreign electricity market construction experiences,etc.,the evaluation indexes of construction route optimization suiting the Chinese electricity market is established.On this basis,this paper demonstrates the feasibility of the electricity market construction carrying out the medium and long-term electricity trading before the spot transactions.The specific implementation of construction route is designed and the critical technology issues in the implementation process is discussed.Furthermore,considering the contradiction of China's new energy consumption and the power network security constraints,etc.,this paper suggests that a mode of"medium and long-term electricity transaction plus balanced scheduling "should gradually transfer to"long-term contracts for difference plus centralized spot market",and the auxiliary service market and electricity futures market should be built timely to achieve the goal of complete market system.
