Rethinking the Inheritor System of Intangible Cultural Heritage Safeguarding

LV Jing;BO Xiao-jun;Department of Cultural Heritage and Museology, Fudan University;
Focusing on a selection of officially recognized cultural practitioners, the current Intangible Cultural Heritage(ICH) Inheritor System fails to create an environment conducive to the practice of all cultural practitioners. It also fails to recognize the diversity that ICH bears. The system goes back from the contemporary idea that the international community holds on heritage safeguarding, which promotes ordinary inheritors, group inheritors, and inheritance communities. The government and society need to revise the policy to make it more accessible to ordinary practitioners. Enterprises and civil societies are good resources to be used for promoting the safeguarding of ICH among the people. Efforts shall also be made to increase the public awareness of property rights of ICH and strengthen the regulation of them so as to encourage the entire society, not only the inheritors, to safeguard the healthy development of ICH.
