Alienation and Regression:Judicial Powers in the Second Procedure in Criminal Suit

LI De-en(Law Scholl,Jiujiang University,Jiujiang Jiangxi 332005,China)  
Comparing with administrativepowers,judicial powers have a strong independent character and the exercising way shows some distinctiverules such as the principle of no suit if not bring,the principle of direct hearing and the principle of concentrating hearing.The article examines the rules in the second procedure of the criminal suit in China and calls the judicial powers walk from alienation to regression.
