Differentiated Designs on Rules for Rights Ownership of Employee Inventions——Treating Differently Between Two Kinds of Investors

Differentiated designs on the rules of rights ownership of employee inventions for public institutions and private companies as their different characteristics is an effective way to distribute rights reasonably. Rules of rights ownership of employee inventions which are invested by public institution should be designed to promote technologies transform and realize the social effect of innovative achievements based on establishing report system of inventions and perfecting technology transforming system; rules of rights ownership of employee inventions which are invested by private companies should be designed to obtain more economic interests for employers and protect the interests of employees based on expending the application of contracts to assign the rights and perfecting the reward and remuneration for inventions.
