Influence of Social Welfare on the Fertility Intentions for a Second Child among Urban Women

This article adopts qualitative research to examine how concerns with social welfare influence urban women's fertility intentions for a second child in the aftermath of the "universal two-children" policy. The findings show that the failure of current social welfare policies to reverse the trend of commercialization increases the pressure of economic costs of giving birth to a second child, and thus, leads to a reduction of fertility desires. The domination of family based care for elders and children has strengthened a preference for baby girls among urban women. The absence of social policy based on a gender equality perspective has created a dilemma for urban women to balance between employment and fertility, affecting their willingness to give birth again. In order to implement the new "universal two-children" policy, there is a need to enhance capability of social welfare policies to reverse the dependency on markets,and establish values and direction of developmental social policy.
