Selection,Training,Using and Retention:New Ideas for Management of Off-staff Safety Officers under Background of Institutional Reform——Based on Investigation and Study of Off-staff Security Team in A District

As the backbone of safety production supervision at the grass-roots level,off-staff safety officers are active in the"last mile"of safety production supervision and have made great contributions to the cause of safety supervision in China.However,because of the special identity of off-staff workers,safety staff are also faced with a series of problems and contradictions."Strict control of off-staff workers"is an important task of deepening the reform of the Party and the state institutions.How to build an"invincible security team"which is made up of off-staff workers has become an urgent problem to be solved under the background of institutional reform.Through the field investigation of the off-staff security team of A District,six modules of human resource management,"planning,recruitment and allocation,training,salary,performance,employee relationship",are analyzed in depth and eight specific suggestions are put forward from the new ideas of"Selection,Training,Using and Retention",which aims to comprehensively optimize the human resource management of off-staff safety officers.
