Labour outflow and participation of farmers in village collective action:Farmers' participation in the supply and maintenance of irrigation facilities

Based on the social survey data of 1600 households in Shaanxi,Ningxia,Inner Mongolia,Henan and Shandong provinces and the regression of logistic model,this research empirically analyzed the impact of the outflow of rural labor and other factors in the natural,economic and institutional framework on the choice of farmers to participate in collective action in villages. It was found that the labor force outflow had a significant negative impact on the farmers' willingness to participate in the supply and maintenance of small irrigation facilities in villages. It is suggested that cultivating a new type of collective action body in villages and focusing on farmer heterogeneity are the key to the successful realization of collective action in villages.
