Practice and Thinking of Rural Land Circulation in Chengdu

In order to solve the land problems in the process of the urban-rural integration, Chengdu government carries out a series of exploration and practice to make clear property rights to achieve land circulation, and afterwards opens a rural land exchange to provide a marketplace for rural land resources to help reaching the optimal allocation. Pengzhou City's land bank model and Jinjiang District's land reserve auction transaction model both are typical of Chengdu city in the reform of land circulation. At the end of this paper, Chengdu specific practices of land circulation are discussed to consider that the introduction of intermediary agencies, the establishment of the operational mechanism of common development and common benefit, and the evasion of the ownership issues are crucial to land circulation.
