Analysis of Scale Management of Air Quality and Land Spatial Plan Strategy in America

Air quality as a survival claim of human has been drawing the attention of American governments at all levels. With the focus on the standards, legislation and planning in air quality management, different administrative layers are devoted to the system improvement and planning design. In the America as a power decentralized country, there exist obviously different rights and specific responsibilities in terms of standards, laws and policies related to air quality control among the federal, state and county governments. Combining with the design of land spatial planning system of Los Angeles County, in this paper we summarize the administrative authorities and management strategies and explore the effective management scales and specific responsibilities in solving the problems of air quality control so as to provide practical and theoretical references for improving air quality in China.
