Path Selection of Government Supervision System Reform in Our Oil and Gas Industry

Observing and studying the role and function of the governmental regulator in the oil and gas industry of China on basis of the bodies involved in the governmental regulation over this industry, we can find that the governmental regulation over the oil and gas industry of China adopts the traditional regulation system of "combined administration and regulation". Due to the complicity and professionalism of the oil and gas industry, the monotonous traditional oil and gas industry governmental regulator is unequal to the regulation task. By reference to the experience of main western countries such as USA, UK, Canada, Germany, Australia, Argentina, etc. in the governmental regulation over the oil and gas industry, we should optimize the regulation system in the oil and gas industry according to the actual situation of China so as to meet the current regulation demand. In respect of specific institutional construction, we should, for purpose of public interest, push forward the marketization reform of the oil and gas regulation system and perfect the oil and gas regulation legal system. Internally, the governmental regulation over the oil and gas industry should separate functions, allocate regulation powers in differentiated manner and establish uniform regulators; externally, we should introduce the effective market mechanism and enable the self-discipline of industry associations, in order to build up a regulatory pattern combining the regulation by oil and gas regulators according to law, selfdiscipline of enterprises and self-governance of associations.
