THE UNITY OFTHE PENALTY FUNCTION METHODS IN OPTIMAL CONTROL

In this paper, we generalize and unify the concepts of penalty functio-ns of the first and the second kind for continuous optimal control prob-lems originated by D.L.RUssell (1), and present a general class of penal-ty functions, exterior penalty functions, by which we give an affirmat-ive answer to the problem raised by D.L. Russell.: "One would like to kn-ow for what general class of sequences of penalty functions of the first kind", "the requirement concerning approximability from interior is not necessary". we try a unified approach to provide some sufficient and nec-essary conditions for the optimal control with penalty functions in the li-mit case to be equivalent to the original optimal control problem. Fina-lly, we point out that some common and useful penalty functions for no-nlinear programming problems also are the penalty functions for the opti-mal control problems.
