On the Non-rational Factors and Ethical Evaluation of Public Service under the Perspective of Dualistic Value Rong-Jie State

Public service has the nature of dualistic value Rong-Jie state, and the ethical evaluation is an important way to promote the Rong-Jie state of public service between public welfare and efficiency. In the evaluation process, the non-rational factors affect the value orientation, behavior selection and evaluation results. Therefore, we should guide non-rational factors scientifically, and develop its guidance influence, dynamic function, incentive effect, control function and innovation function during the estimate activities, which will realize the Rong-Jie equilibrium of public service.
