Analysis on the Government's Sub-optimal Institutional Arrangements Preference during State-owned Banking System Transition

Government institutional arrangements subject to the goal of maximizing the proceeds of a dynamic process op-timization,which determines the performance of state-owned banks by the goal of social goals step by step to the priority of priorities into their own performance.As the central government for the protection of public property rights inherent bias,the lack of market mechanisms under the way of Mandatory changes,and the interests of the constraints of local governments,state-owned banks,as well as state-owned enterprises,and other interest groups,make government has the second-best insti-tutional arrangements of preferences.Final arrangements for the system of state-owned banks depend on the optimization of the external environment of the construction market and the government's role in rational return.
