The Analysis on the Effects of Building the Ponds for Gathering Rainfall on Upper of the Huaihe River

The upper reaches of Huaihe River is the area where flood - waterlogging and drought disasters take place frequently. In order to adjust the runoff of the rivers and effectively prevent and control the disasters, lots of reservoirs have been built in this region,and notable benifits havebeen made. However, unfavorable problems have been raised by building the reservoirs, especially when a catastrophic storm emerged, instead of playing a part in reducing the flood, the reservoirs can even cause more serious flood disaster because of the fully flood discharging or the bursting of dams and the increasing of the flood peak's discharge. It is not sufficient that people depend only on a few reservoirs tp prevent and control flood - waterlogging disaster, and other types of projects also should be built coordinatedly. The ponds for gethering rainfall will become an ideal kind of coordinated project form for the reservoirs. Compared with the building of the reserviors, the building of the ponds for gethering rainfall can get good effects on many aspects. This paper analysises the effects of ecological envirotunent, economy and sodety of the ponds for gethering rainfall.
