How to Manage and Hire Civilian Ships in the Song Dynasty

In the Song Dynasty civilian ship- building had a great development. And registration system was taken,especially for the sea ships. Two taxes were levied on the civilian ships,namely,ship tax and goods tax. Sometimes goods were free of tax,but ships were not. Civilian ships were often hired by governments for bulky goods,coastal defense,relief and so on,and hiring civilian ships for coastal defense became a stable system in Zhejiang and Fujiang provinces of the Southern Song Dynasty. Compared with those of the Northern Song Dynasty,management,intervention and dependence on civilian ships became more in the Southern Song Dynasty.
