Affordability-Evolution of Controlling Life Cycle Cost

Life Cycle Cost (LCC) is the critical element of hampering the development of weapon equipments.This paper introduces the idea of "affordability"to control the boost of LCC,and then gives its measure scaling and methods of realization in detail.
