Scheme Index Analysis in Airspace Sector Partitioning

To compare the airspace sector partitioning schemes,three categories index metric represented by cost,benefit and safety,were constructed,while the calculation of each index was elaborated. According to expert comparison matrix,the weights of every index were obtained by Analytic Hierarchy Process method. This work not only laid the foundation for the sector partitioning schemes comparison decision making,but also Point out the direction for the further use of multi-objective optimization model in sector partitioning. Preliminary evaluation criteria of these indexes metric developed. Example shows that index metric were reasonable,as well weights and evaluation criteria were appropriate. Based on this metric,it is easy to distinguish between good scheme and bad scheme,as well decision making become more feasible.
