Based on the perspective of renting out farmland, the theoretical analysis shows that the farmland registration and certification has an uncertain effect on the transfer of farmland management right. Its function depends on the comprehensive effect formed by the transmission factors, which including agricultural production incentives, transaction cost, transaction price and linkage of the rural factor market. Among them, the changes of marginal revenue curve of renting out farmland are influenced by the superposition effect of agricultural production incentives and linkage of rural factor market, while the changes of marginal transaction cost curve of renting out farmland depend on the superposition effect of transaction cost and transaction price. With an empirical analysis based on the data of 18 cities in H province during 2009 to 2014, it shows that the farmland registration and certification has both promotion and inhibition effects on the transfer of farmland management right. The issued rate of rural land management right certificates significantly accelerates the transfer of farmland management right, while the issued rate of the contract for the collective land contraction has a significant inhibitory effect on it.
