On Virtue of Legislative Elites

As designers of legal institution,in addition to the good legal professional knowledge,legislative elites should have the excellent virtue,which is the ethical safeguard to create good law,and to prevent legislation corruption.Rationality is the primary moral requirement of the legislative elites,because the law is rational,so the designers of legal institution should be rational.Justice is the moral requirement of legislative elites,because legislation is the occasion of institutional benefit distribution,and legislation elites who allocate the institutional interests must be impartial.Prudence is the moral requirement of legislative elites,because the rationality is limited,which requires the legislative elites to grasp the legislative moderation,and to take into account the consequences of legislative acts.
