Novel lower complexity coding scheme for surveillance video based on ROI

According to the characteristics of surveillance video captured by stillness camera,a region of interest(ROI) video coding scheme based on motion detection in the framework of H.264 was presented in this paper.In this scheme,the moving object was used as the ROI object,and the image segment information file was generated according to the ROI detecting result.With the image segment information,the macros coding modes and the number of reference frame were selected,and QP value of the corresponding macros was reduced.Thus the complexity of the scheme was reduced,and the quality of moving-object's recovery image was improved.To verify the validity and test the performance of the novel scheme,many standard test sequences were coded by both original H.264 scheme and the novel scheme.Experiment results show that the new scheme costs less coding time and gains better subjective evaluation result than H.264.
