Conception of Changsha National Central City Construction Based on the Experience of Coastal Areas

This paper argues that the eastern coastal areas have been open and become prosperous firstly since reform which attributed to provincial urbanization and formation of city agglomeration mainly such as the Pearl River Delta, the Bohai Sea Gulf and the Yangtze River Delta, and the basic reason and driving force respectively lies in radiation drives and supports of two or several sub-provincial central cities such as Guangzhou and Shenzhen, Beijing and Tianjin,Shanghai, Ningbo, Hangzhou, Nanjing. Advocating the duplication of successful coastal experience, adopting reform measures such as openness, decentralization and decentralization, growing up a number of central cities with provincial economic authorities in the Midwest to lead to form new urban agglomerations and accelerate the urbanization of mainlanders and achieve common prosperity. It also argues that the traditional planning way which is subject to the administrative level make the market decisive role of resource allocation and the role of government fully only by relying on the central city and enterprise economic entity and supplementing the executive management and service.
